The Kite 1000 was a tracking device attached to a kite that only appeared in PSA Mission 9: Operation Spy & Seek. It was used to locate Herbert by tracking the Spy Phone that he stole. It was placed at the Ski Hill. It was unknown what happens to it after the mission.
